The Developed Country NGO Delegation to the Board of the Global Fund to Fights AIDS, Tuberculosis and Malaria (the Global Fund) is seeking to recruit up to four (4) new members to join our delegation. Delegation members serve on a one-year basis, subject to renewal on an annual basis and based on renewed support from their organizational affiliation. Delegation members are volunteers and unpaid.

The delegation aims to achieve balanced and meaningful representation of civil society members, and we strongly encourage candidates with the following criteria and background to apply:

  • Malaria technical expertise
  • Universal health coverage and health financing expertise
  • Expertise on the science and innovations in the pipeline for HIV, TB and malaria
  • Next Generation Market Shaping and equitable access to medicines
  • Working with trans, gender diverse and youth populations
  • Additional preference for candidates based in Australia, France, Germany, or Japan.

I. The Developed Country NGO Delegation

The Developed Country NGO Delegation is one of the twenty voting constituencies represented on the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund). It is a member of the Board’s Implementers Group.

The Delegation consists of three leadership positions—the BM, Alternate Board Member (ABM), Constituency Focal Point (CFP)—and thirteen members. These members work collaboratively to represent the Delegation’s broader constituency, including representatives of NGOs based in countries ineligible for Global Fund allocations due to income status.

The Delegation’s mission is to bring the voices of civil society to the Global Fund and ensure that the Fund remains transparent, ambitious, and impactful as it works toward the vision of a world free of HIV, TB, and malaria.

The Delegation works to uphold the core values of impact, transparency, human rights, engagement and partnerships, and activism through its work on the Board. The Delegation works closely to understand, align, and collaborate with the Communities and Developing Country NGO Delegations to further promote and advance broader community and civil society objectives on the Board.

The core objectives of the Delegation are:

  • To ensure that the needs of civil society are embedded in the Global Fund’s structure.
  • To contribute significantly to Board and Committee discussions on important issues to our constituency, including ensuring that the Global Fund Board makes decisions that preserve the role of civil society within the Global Fund.
  • To keep the Global Fund honest by ensuring its transparency and accountability.
  • To ensure that the Global Fund as a funding mechanism is accessible and easy to understand for civil society organizations.
  • Ensure the Global Fund is fully funded to maximize impact and achieve its vision.

II. Eligibility

While Delegation members serve in their individual capacities, they must represent NGOs, including civil society, community-based and community-led organizations, based in countries ineligible for Global Fund allocations due to income status (i.e., in the global North). A Delegation member can be employed by an NGO or represent it on a voluntary basis. A Delegation member should have written authorization from their host NGO to represent it. Authorization is confirmed through a letter from the host NGO with the initial member application and is re-confirmed annually through an email from the NGO.

Membership in the Delegation is tied to individuals, not organizations. As such, Delegation members do not necessarily represent the views or positions of their host NGO and vice versa; and are not required to seek their host organization’s approval on their input in the Delegation. Members are encouraged to draw upon the expertise that exists within their respective organizations and networks, but the Delegation positions and statements will not be presented as representing those of any specific organization.

There is no generally accepted definition of an NGO. Broadly speaking, an NGO is an organization that is independent of any government and is accountable to the public.

III. Expectations and Responsibilities

Delegation members work closely with the Board Member (BM), Alternate Board Member (ABM), and Constituency Focal Point (CFP) to represent and advance the interests and priorities of the Delegation, as well as the broader constituency of NGOs based in countries ineligible for Global Fund grants (that is, in the global North).

Members collaboratively set the Delegation priorities, identify key advocacy moments, and develop strategies for advancing the interests of civil society within the Global Fund Partnership. Delegation members are expected to be particularly active in providing input, advice, and analysis to inform the Delegation’s positions in Board and Committee discussions.

Candidates for delegation membership should have at least 7 years of experience and expertise; knowledge of the global health architecture, policy and subject matter expertise in HIV, malaria and tuberculosis, international public health and development; an in-depth understanding of the scope of work of the Global Fund, its mission and the opportunities it presents.

The Delegation members are expected to dedicate:

  • 5 – 10% of their time (2 – 4 hours a week) for most of the year. This includes regular Delegation calls and calls between members of the Delegation’s working groups, as well as reading and commenting on documents, minutes, and other materials that are shared.
  • 20 – 25% of their time (6 – 10 hours a week) in the weeks ahead of and during Committee and Board Meetings, which amount to a 10-week intensive period during the year. Members should expect to spend their time helping to review and provide input on Committee and Board documents, including position statements, talking points, and bilateral / trilateral meetings with stakeholders and other members of the Global Fund Board. The Global Fund Board presently meets in-person twice a year (usually in April and November). Board Committee meetings are held each year in March, July, and October (online / in-person).
  • For Board Meetings, members may be selected to attend board meetings in-person. The selected delegation members are expected to spend up to seven full working days in Geneva or a location in a host country during this time.
  • Additional time commitments include annual Delegation retreats (must set aside three (3) days) and additional optional meetings throughout the year. These meetings include informal Board calls, technical or information sessions, and meetings / calls with the Global Fund Implementers Group, the Communities and Developing Country NGO Delegations, other Board Delegations, and the Secretariat).

IV. Selection Criteria

  • The Global Fund and the delegation’s operating language is English. Therefore, delegates are required to fully communicate clearly in written and spoken English (additional languages are valued);
  • Demonstrated expertise and understanding of the scope of work of the Global Fund; issues related to HIV, TB and malaria;
  • Demonstrated expertise and understanding of global health governance, including global health institutions boards, boards of civil society and / community based organizations, and / or regional / national institutions.
  • Demonstrated understanding and familiarity with Global Fund grants and / or programs in implementing countries.
  • Strong diplomatic, strategy and political analysis, and negotiating skills.
  • Open and willingness to learn, partnership-building skills, and commitment to engaging with other constituencies.
  • Alignment with delegation’s core values and objectives;
  • Written assurance from affiliated organization regarding the availability for Global Fund related calls and activities. 

V. Application Details

  • Curriculum Vitae (maximum two pages)
  • Cover letter (maximum 2 pages): should outline the applicant’s understanding of and experience with the Global Fund, their vision for the Global Fund’s future, and what they perceive as the Delegation’s key priorities to ensure the Global Fund achieves its mission. Cover letter should declare any conflict of interest, as necessary.
  • One letter must be from the applicant’s affiliated organization agreeing for the applicant to represent the delegation;
  • Letters must be signed and on letterhead.

Applicants may be invited to participate in an online interview conducted by a small Selection Panel composed of Delegation members.

VI. Financial Support

Membership is voluntary and therefore unpaid. It is strongly recommended that delegation  members have adequate access to the resources needed to fulfill their responsibilities (primarily attending Board and other relevant meetings).

A very limited amount of funding is set aside each year to help offset member expenses and  facilitate their attendance at Board and external partner meetings in specific circumstances.
