Announcement: New Members Join the Delegation

The Developed Country NGO Delegation is excited to announce four (4) new members to the Delegation, as of October 2024. We warmly welcome Colin Puzo Smith (United States), Dash Heath-Paynter (Australia), Suraj Madoori (United States), and Tess Hewett (United Kingdom).

The Developed Country NGO Delegation (DevDel) is one of the 20 voting delegations to the Board of the Global Fund to fight AIDS, Tuberculosis and Malaria. We play a critical role in the development and evolution of organizational strategy, the funding model, the work of the Secretariat and policy. Delegation members are representatives of civil society organizations based in countries ineligible for Global Fund allocations due to income status.

 

Colin Puzo Smith (He / Him)
United States

Colin Puzo Smith is head of global policy at RESULTS in Washington, DC, leading policy campaigns on global health, nutrition, education, and poverty. Colin has held a range of staff, board, and advisory roles on health and human rights, including with Friends of the Global Fight Against AIDS, Tuberculosis and Malaria, the Washington Office on Latin America (WOLA), and the Casa Educational Network. With RESULTS he is also part of the U.S. arm of ACTION, a partnership of locally-rooted health advocates across five continents.
 

Dash Heath-Paynter (He / Him)
Australia

Dash Heath-Paynter is the CEO of Health Equity Matter. Health Equity Matters leads Australia’s community-controlled response to HIV as the sector’s peak body. The organization delivers programming to build the capacity of its member organizations across Australia and through implementing partners in Asia and the Pacific to support efforts to meet local and international targets to virtually eliminate HIV transmission. Dash’s professional background includes more than fifteen years’ experience working as a lawyer, and in public health policy providing advice on human rights and preventative health focusing on health technology and systems strengthening, cancer control, sexual health, HIV/AIDS, and other blood borne viruses.

 

Suraj Madoori (He / Him)
United States

Suraj is the Director of Policy Advocacy at AVAC where he oversees and collaborates with AVAC’s Policy Advocacy team and partners on policy goals aimed at expanding access to HIV prevention, supporting research and development (R&D) and programs, and advancing global health equity. In this role, Suraj formulates the organization’s policy strategy, and supports the Policy Advocacy team to drive AVAC’s leadership across implementation advocacy and federal / multilateral policy. He is also a co-chair of the Global AIDS Policy Partnership (GAPP) coalition. Previously, Suraj was the US and Global Health Policy Director for Treatment Action Group where he directed advocacy efforts across HIV/AIDS, TB, hepatitis C (HCV), and other allied health and human rights issues. He is a former journalist and community organizer, and holds multiple degrees in public health, bioethics, health policy, and journalism.

 

Tess Hewett, MsC (She / Her)
United Kingdom

Tess is the Global Fund focal point for all Médecins sans Frontières / Doctors without Borders (MSF) sections. Previously, she worked with MSF projects in Latin America and South Sudan, focusing on HIV, TB, malaria, climate change, victims of sexual violence and displaced populations. In Honduras she worked with the MSF team and prominent civil society organizations to ensure that the morning after pill, Levonorgestrel, was legalized (which, before approval, had been illegal in Honduras for over 13 years). She holds a MSc in Public Health (public health promotion stream) and a MSC in International Public Policy. Before working for MSF Tess worked with various organizations, including the Commission for Environmental Cooperation (covering Canada, USA and Mexico), UNICEF, Overseas Development Institute and the UK Department for Health and Social Care.
