Rafael (he / him) is Portfolio Manager at the Center for Global Health Diplomacy, based in Geneva. A policy and political engagement professional with over 15 years of experience, he designs and leads initiatives that inform and influence regulation, public policy, and budgets—currently focused on governance, development financing, and global health.

Rafael brings a cross-sectoral background and a strong track record working across governments, international organizations, and civil society. He is a Chevening Scholar and LSE graduate, with a Master’s degree in Social Research Methods from the London School of Economics and Political Science, and a Bachelor’s degree in International Affairs from the Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO) in Mexico. He is fluent in English, Spanish and French.
